SUMMARY
The Data Sovereignty & Systems Lead is responsible for organizational efforts related to quality improvement, data management, data and privacy enhancement. This role ensures that all data and information systems align with Indigenous Data Sovereignty principles and reinforces the Algonquin of Pikwakanagan First Nations inherent right to govern information about its citizens, culture, and programs including the administration and integration of Nigig Gamik’s new Case Management System. The position is responsible for liaising with external entities to bring home data otherwise property of clients, facilitating the safe storage and integrity of client stories.

The Data Sovereignty & Systems Lead will be the administrator of Nigig Gamik’s Case Management System, creating access points, and facilitating the effective navigation of the system for staff, including provide training and recommending and initiating updates to workflow as may be necessary and uncovered as a result of service needs. This position provides oversight to the Intake and Navigation team.

The position will work closely with all members of the team and particularly the Director of Service Delivery to help develop and implement a specifically designed data management system, currently under review, including the successful migration of information to the new system in a good way. The role will work consistently to align service needs and system functionality to meet the goals and objectives of Nigig Nibi Ki-win and clients/community. The Data Sovereignty & Systems Lead works collaboratively across programs to strengthen evidence-informed service delivery, uphold privacy and ethical data practices, and ensure that data systems reflect the culture and traditions of the Algonquin of Pikwakanagan First Nation.

DUTIES & RESPONSIBILITIES:
1. Data Management, Enhancement, Collection, and Storage:
• Ensures the timely collection and safe storage of client and client-related information from outside agencies.
• Ensure effective privacy parameters are created and maintained around materials gathered.
• Oversees the collection, management, and quality of the data in alignment with Algonquin values, Nigig Nibi Ki-Win (the law), and OCAP® principles.
• Ensures data systems and practices are culturally safe, strengths-based, and support inherent jurisdiction, prevention and family wellness outcomes.
• Supervises and supports intake worker(s) and the Services Navigator to maintain accurate, timely, and consistent data entry, validation, and documentation practices.
• Leads the enhancement and use of data for operational decision-making, reporting, and continuous improvement while maintaining community accessibility.

2. Supervision:
• Provides oversight to the Intake and Navigation team.
• Tracks and approves employee leave requests while balancing the departments service needs.
• Monitors workflow expectations in line with relational agreements and organizational policy.
• Ensures established policies and procedures are followed.
• Provides feedback and encouragement to team members as required with regular supervision and performance appraisals.

3. Administrative:
• Develops policy in accordance with information privacy regulation and service expectation, and the use of the Case Management System.
• Establishes procedures and routines to ensure information flows with department director and other managers as necessary.
• Initiates and follows-up on directions from the Director of Service Delivery, Executive Director and Board of Directors related to data management and data integrity.
• Develops and implements tools to ensure evidence-based reporting.
• Completes all administrative reporting requirements according to Nigig Gamik policies, funding agreements, and required/requested from Nigig Gamik Board of Directors or AOPFN Chief and Council (as per Nigig Nibi Ki-Win).
• Conducts research, compiles data, and prepares report regarding data management, for consideration to other department management the service director and/or the executive director as required.
• Tracks employee-related documentation as required.

4. Quality Improvement
• Initiates and/or participates in all relevant staff meetings.
• Identifies, coordinates, and participates in staff development initiatives, conferences, and training requirements specific to child wellness and community-based research and development.
• Ensures all licenses and certifications are current.
• Develops training processes and reporting within the department.
• Trains all staff engaged with the data management system on access and proper usage.
• Develop and implement a quality improvement frameworks, processes, and indicators grounded in Algonquin perspective of wellbeing.
• Facilitate regular QI reviews, audits, and continuous improvement initiatives across programs.
• Analyze service delivery trends and makes recommendations to enhance effectiveness, cultural relevance, and program outcomes.
• Ensures data collection, storage, reporting, and sharing practices reflect Algonquin identified priorities, values, and rights.

5. Collaborative Practice
• Develops workflow systems to be utilized by staff to optimize information sharing with appropriate departments/co-workers in a timely manner.
• Manages effective working and reporting relationships with the related departments.
• Develops a working relationship with all external organizations as may be involved or working in conjunction with Nigig Gamik.
• Provides day-to-day direction and guidance to staff with respect to data integrity.
• Consults with specialized services for case management as required and when directed.
• Liaises with Family & Children Services and other external organizations as necessary.

6. Risk Management:
• Completes and updates a comprehensive risk management plan(s) for Nigig.
• Provides knowledge, awareness and promotion of Nigig’s position and interests to various internal departments and external agencies and organizations.
• Ensures the protection and privacy of all Child Well-being information and records.

7. Other:
• Performs other related duties as may be required by the Director of Service Delivery or Nigig Nibi Ki-win Gamik Society.

WORKING CONDITIONS
Work involves contact with all areas of service within Nigig Gamik, and often external services as well; this includes clients, co-workers, management, resource providers, emergency services workers, and child welfare agencies. Work is subject to deadlines and interruptions. Work involves handling and dealing with information of a very sensitive and confidential nature. Work requires a high level of confidentiality and attention to detail. Work may involve travel and may necessitate a flexible schedule including evenings and weekends. Work may include, from time to time, being available for on-call after hours.

EMPLOYMENT REQUIREMENTS:
1. Basic Requirements:
• Bachelor’s degree in a relevant field such as: Information Systems, Data Science, Public Administration, Social Work, or a related discipline, Master’s degree preferred
• Equivalent combination of education and lived/work experience in Indigenous data governance and social services may be prioritized
• Demonstrated understanding of OCAP Principles
• Proven experience leading or supporting implementation of case management systems or client information systems in human services
• Experience overseeing other staff in a supervisory capacity.
• Experience working with or on a First Nation is an asset, experience working with indigenous communities a must.

2. Rated Requirements:

• Strong computer skills with experience in the application of MS Office Suite, Outlook, client management data system.
• Financial monitoring of budgets.
• Experience working with multiple stakeholders.
• Oversee staff, including training, coaching, and general development.
