Job Description | DUTIES PERFORMED ON A REGULAR BASIS:
• Conduct home visits to assess and support all areas of child development, including gross/fine motor, social-emotional, cognitive, communication, and self-help skills.
• Identify, screen, and assess infants and children at risk for developmental delays (birth to age 5), based on Ministry-defined risk categories (Established, Biological, and/or Psychosocial).
• Develop individualized Family Service Plans in collaboration with families, reflecting their priorities and the child’s strengths and needs using evidence-based practices.
• Implement a family-centered approach to:
o Educate caregivers about typical and atypical development and relevant diagnoses.
o Support developmental growth through routine-based intervention.
o Facilitate transitions to preschool, school, and other services.
o Coordinate care with other professionals and service providers.
o Advocate for the child’s needs while respecting family diversity and values.
• Deliver community education and outreach through presentations, events, and partnerships.
• Remain informed of current research and best practices in early intervention and child development.
• Maintain accurate and confidential records and documentation in accordance with agency and legislative requirements.
• Utilize computer-based tools for data entry, documentation, reporting, and communication.
• Complete administrative duties such as payroll, mileage, and purchase order submissions.

• Report and document serious occurrences and critical incidents in accordance with agency and Ministry requirements.
• Maintain clear, accurate, and confidential records (e.g., case notes) and produce written/verbal reports as required, in compliance with legislation and agency policies
• Adhere to all FCSRC policies and procedures, Ministry Regulations, Standards, Directives and relevant legislation.
• Responsible for the completion of other related tasks as assigned.
PERFORMANCE INDICATORS:
• Apply current knowledge of child development (birth to 5 years), including identification of developmental milestones and delays.
• Complete timely intakes, assessments, and developmental screenings to determine eligibility and plan services.
• Develop and maintain accurate documentation, including Family Service Plans and progress notes, in compliance with Ministry and agency standards.
• Schedule and conduct home visits efficiently, considering family needs and travel logistics.
• Foster respectful, culturally sensitive relationships with families and community partners.
• Maintain confidentiality and uphold professional ethics at all times.
• Participate in staff orientation, supervision, team meetings, and training sessions.
• Demonstrate proficiency in using technology for administrative and clinical documentation.
• Engage in continuous professional development to meet evolving program and client needs.
• Complete all required administrative functions, such as expense claims and time reporting.
• Follow established procedures for reporting serious occurrences and incidents.
• Consistently comply with organizational and program-specific policies and guidelines.
KNOWLEDGE & SKILL REQUIREMENTS:
• Two-year community college diploma in Early Childhood Education, Child Development, Social Sciences, or a related field, or an equivalent combination of education and related work experience. A minimum of 6 months of work experience in a related field is required.
• Strong understanding of developmental milestones and early childhood intervention strategies.
• Experience working with children with special needs and supporting families in a family-centered model.
• Ability to apply evidence-informed practices to support developmental progress and family engagement.
• Strong critical thinking and problem-solving skills.
• Excellent interpersonal and communication skills, with sensitivity to cultural and socioeconomic diversity.
• Ability to demonstrate critical thinking and implement evidence-based research into practice
• Demonstrated ability to work effectively with a diverse service and staff population, and a proven commitment to anti-oppression, equity, and inclusivity in practice.
